If you are contemplating selling only amorces & sparklers upto 100 Kilograms then you do not require a temporary license (However, all the conditions/safety measures must be observed as per Explosives Rules-2008 in the interest of public safety at large).
But if you want to sell mixed crackers (amorces, sparklers & other crackers) even upto 100 Kilograms or a higher quantity then it is mandatory that you apply for a temporary fireworks license. For selling fireworks upto 600Kg (100 kg of manufactured fireworks of class-7, division-2, subdivision-2 plus 500 kg of Chinese crackers or sparklers) the temporary license will be granted by the concerned district Deputy Commissioners of Police
Applicants for temporary fireworks licence upto 600 Kilograms may either have a ‘pucca shop’ or ‘temporary shed’ meeting the following requirements: -
Requirements for pucca shop:-
The shop should have minimum floor area of 9 sq metres and maximum floor area of 25 sq metres.
Shop should be located on a commercial street or in a commercial shopping centre as per Master Plan Delhi-2021.
Shop must be located on the ground floor of the building and should not be located in sub level or basement or mezzanine floor.
Upper floor should not be a dwelling unit.
Shop should not be within 15 meter distance from any shop or premises used for storage of any explosive, inflammable or hazardous material.
A minimum of 6 meter wide clear motorable road is required (excluding obstructions like electric pole, kerb, covered drains, pillars, raised pavements etc.) on the site of the premises with entry and exit facing the road.
However the above two conditions are not applicable in areas covered under the decision of Hon’ble Supreme Court of India with regard to CWPs No. 499 & 747/93 and 4651/93 and the conditions as per the decision shall be applicable.
Shop should have no electrical apparatus or battery or oil lamp or similar equipment capable of producing spark or ignition and all electrical wiring in the shop should be fixed and effectively sealed or conduited or mechanically protected. The main switch or circuit breaker should be provided at the immediate accessible position outside the premises.
Shop should have adequate ISI approved fire fighting equipment.
Shop should have independent entrance and emergency exit from open space. Alternatively, shop may have single opening which can be used both for entry and exit, as per the decision of Hon’ble Supreme Court of India in I.A. of 1993 in SPL NO. 17329/93 Babu Lal & Ors. Vs. DCP/Licensing and Ors. However, such entry should be wide enough for easy evacuation and not open into other premises.
Shop should have doors opening outwards. Alternatively, shop may have rolling shutters but the same must be provided with stoppers, which must be functional.
Requirements for temporary sheds:-
The shed should be of non-flammable material. It should be closed and secured so as to prevent unauthorized persons having access thereto.
The sheds should be at a distance of at least 3mtrs from each other and 50 mtrs from any protected works.
The sheds should not be facing each other.
No oil burning lamps, gas lamps or naked lights shall be used in the shed or within the safety distance of the sheds for the purpose of lighting. Any electrical light if used shall be fixed to the wall or ceiling and should not be suspended by flexible wire. Switches should be fixed rigidly near the ceiling and a master switch should be provided for each row of sheds.
Display of fireworks shall not be allowed within 50 mtrs of any sheds.
In one cluster not more than 50 shops shall be permitted.
Temporary sheds shall not be permitted in such open space which serves as the only fall back area for nearby residential or commercial areas. The area for temporary sheds should not be close to any busy market. Temporary sheds should be so located that these do not affect circulation of traffic, contingency evacuation including movement of emergency vehicles and smooth movement of pedestrians. Decision on the above shall be on case to case basis depending upon suitability of place from public security and safety point of view.
Know your rights:-
In case, your application for temporary fireworks license is rejected:
1 You have right to be heard by the licensing authority before rejection of such application.
The licensing authority has to intimate you in writing and mention the ground of such rejection in the said letter.
You have right to appeal before Joint Commissioner of Police of the concerned range in Delhi along with a fee of Rs. 200/- in cash or through demand draft.
In case appeal is upheld by the appellate authority, the fee shall be refunded to you.
Site plan of the premises prepared by a registered architect.
Four photographs of the premises (5X7 inches) from different directions depicting the clearance from adjoining shops/premises and other shops of similar nature.
Proof of ownership/tenancy of the premises.
Any other documents as prescribed in the checklist available with the application form.
The applicant must be above the age of 18 years.

3. SAFETY TIPS (For storage/sale of Poison)
A license holder shall not sell any poison to any person unless the latter is personally known to him or identified to his satisfaction. Poison shall not be sold to a person below 18 years of age or mentally unfit person.
All poisons kept for sale by any license holder under these rules except those by a chemist, druggist or compounder for the purpose of dispensing or compounding in compliance with the prescription of a medical or a veterinary practitioner) shall be kept in a box, almirah, room or building (according to the quantity maintained) which shall be secured by lock and key and in which no substance shall be placed other than poison possessed in accordance with a license granted under the Act.
Every such box, almirah, room or building and every such receptacle, shall be marked with the word ‘poison’ in red characters, both English and Vernacular with the name of such poison.
4. SAFETY TIPS (For storage/sale of Sulphur)
Godown /Premises should be without electricity connection.
Godown /Premises should be well ventilated.
Godown /Premises should be surrounded by open area at least on 3 sides (Front by 20” sides by 5”).
Sulphur should not be stored loose (should be stored in Paper or HDPE bags)
Sulphur should be stored on wooden planks.
Proper/working Fire extinguisher should be installed.
No–Smoking board should be displayed.
The license shall forthwith give information at the nearest police station of the loss or theft of license.
Sulphur shall not be kept in the same room with saltpetre. Provided that, where the quantity of each does not exceed 100kgs. sulphur and saltpetre can be kept in separate closed receptacles in the same room.
No person should smoke and no open fires should be allowed at any time in the premises.
Where any building used for storage of such materials is fitted with electric lighting or power, the licensee shall get these installations tested at least once a year or once during the currency of the license, by an Electrical Inspector appointed under the Indian Electricity Act, 1910, to ensure that there is no danger of fire or sparking.
Any accident, fire or explosion occurring within the premise, which is attended with loss of human life or serious injury to person or property shell be reported at once by the licensee to the officer in-charge of the nearest police station having jurisdiction over his place of business, factory or shop, as well as to the Inspector of Explosive of the circle concerned.
Addl. Commissioner of Police, Licensing is empowered to grant a license to store petroleum in the following categories: -
to store Petroleum Class-A in quantity not exceeding 300 litres.
to store Petroleum Class-B, in bulk quantity not exceeding 25,000 litres.
(The licensing authority for more than these quantities is the Jt. Chief Controller of Explosives, Faridabad, Haryana.)
Documents required:
The applicant shall make an application on Form-IXClick to Download as provided in the Petroleum Rules, 2002 to the Licensing unit (i.e. Addl. Commissioner of Police, Licensing) along with following documents: -
Request letter/application of the applicant.
Land ownership proof/property documents of premises/sale deed/lease deed/allotment deed duly signed by the applicant (6 copies).
Rent agreement/NOC from land lord, in case of tenant.
Site plan/Key plan attested by an authorised architect of the proposed site duly verified by the applicant (6 copies).
A formatted affidavit Click to Download containing general information in respect of applicant on stamp paper of Rs. 10/- along with its necessary enclosures duly attested by the Notary Public and signed by the applicant (6 copies).
In case the applicant is an employee/representative of any firm/company, an authority letter in favour of the applicant or signing authority/person issued by the firm/company.

2. For issue of No Objection for the grant of license for storage of Petroleum: (for quantity more than as mentioned at 1. above)
Documents required:-
The applicant shall make an application on Form-IXClick to Download as provided in the Petroleum Rules, 2002 to the Addl. Commissioner of Police, Licensing along with the documents as stated at (1) above and a site plan /Key plan of the proposed site duly approved by the Joint Chief controller of Explosives, Faridabad, Haryana.

3. For issue of No Objection for the grant of license to dispense CNG:
Documents required:-
The applicant shall make an application on Form-GClick to Download as provided in the Gas Cylinder Rules, 2004 to the Addl. Commissioner of Police, Licensing along with documents as stated at (1) above and a site plan/ key plan of the proposed site duly approved by the licensing authority i.e. Chief Controller of Explosives, Nagpur.

4. For issue of No Objection for the grant of license to dispense LPG:

as provided in The Static and Mobile Pressure Vessels (Unfired) Rules, 1981 to the Addl. Commissioner of Police, Licensing along with documents as stated at (1) above and a site plan / key plan of the proposed site duly approved by the licensing authority i.e. Chief Controller of Explosives, Nagpur.
Procedure:-
Application along with required documents can be submitted in the Licensing Unit, on any working day during public dealing hours (9.30 Am to 12.30 Pm).
Safety tips:-
The proposed site should not cause risk, danger, damage or annoyance to residents of the locality.
The area should be free from traffic problems and clear from traffic regulation point of view and also the entrance and exit of the site may be convenient, easy, adequate and satisfactory.
There should be adequate space for the movement of vehicles inside the proposed petrol pump/oil installation.
The premises should be safe from fire safety and escape route point of view.
The accessibility of fire tenders to the site in case of emergency is very essential.
The premises or shops, as the case may be, for petroleum storage should not be located near any store or shop dealing with any combustible and inflammable material which could endanger public safety at the site of the such petroleum storage.
